Location Downtown area bounded by 24th Street on the North, North Railroad Street on the South, Avenue B on the East and 2nd Avenue on the West. (this is within Area #4 of the Community Redevelopment Authority)

Description this project is in conjunction with Phase II. The tax rate is different from phase II due to a special assessment to pay for parking lot built in late 1980s. As per assessor, base changed due to to properties increasing in value because of market factors and they are valued parcel by parcel yearly. TIF funds used for street, alley, storm sewer and intersection improvements.
